On Thursday morning, higher education experts hired by the state were expected to present the results of a nearly year-long review of Connecticut State Colleges and Universities, recommending broad changes designed to stabilize the system’s finances.
The 194-page report, authored by the National Center for Higher Education Management Systems and obtained by CT Insider on Wednesday, blames CSCU administrators for a lack of “bold decision-making” necessary to address the system’s problems, while also pointing to areas the state could more effectively intervene.
CSCU—which includes four regional universities, a collection of community college campuses and the online Charter Oak State College—has become heavily reliant on state funding in recent years amid declining enrollment and rising costs.
